حضرة الزملاء المحترمين،
يسرنا وضع النشرة العربية الشهرية السابعة (نيسان/ابريل٢٠١٥) التي تعنى
بالمقتراحات المتعلقه بوضع سياسات رايب ان سي سي(RIPE Policy Proposal)
بتصرفكم، حيث ندعوكم للمشاركة الفعالة في مناقشة اي من هذه المقترحات
وابداء رايكم وارسال تعليقاتكم باللغة الانكليزية على القوائم البريدية ذات
الصلة.
للتذكير، هذه السياسات توضع وتعدل بما يتماشى مع عملية تطوير السياسات
المطبقة في رايب ان سي سي (RIPE Policy Development Process – PDP). ويمكن
لاي شخص تقديم اقتراح تعديل سياسة معينة حيث ترسل هذه المقترحات على
العنواين المذكورة لكل مقترح ليتسلمها فريق عمل رايب ان سي سي ذالت الصلة
وينشرها لتكون مفتوحة بعد ذلك للمناقشة امام الجميع.

يهدف هذا المقترح الى اعطاء تخصيصات برتوكول الانترنت IPv6 الى مسجلي
الانترنت المحليين بدون الحاجة الى استرجاع تخصيصاتهم من بروتوكول الانترنت
IPv6 كمقدم مستقل (IPv6 (Provider Independent)).
الوضع الحالي للمقترح: مرحلة المناقشة لغاية ١٣ مارس/ايار ٢٠١٥.

Policy Proposal 2014-03, “Remove Multihoming Requirement for AS Number
Assignments”
هذا المقترح يهدف الى تسهيل عملية طلب رقم النظام الذاتي (AS number) عبر
ازالة تقييم الحاجة، وتخصيص ١٠٠٠ رقم نظام ذاتي لكل مؤسسة كحد اقصى، ووضع
مركزية متعددة (multihomed) للارقام ذات ١٦ بت (16 bit) بعد ٩ شهور من
وضعهم في الخدمة.
الوضع الحالي للمقترح: مرحلة المراجعة لغاية ١٩ مارس/ايار ٢٠١٥.

مقترحات بإنتظار تحليل التأثيرات :
Policy Proposal 2015-01, “Alignment of Transfer Requirements for IPv4
Allocations”
يهدف هذا المقترح الى مواءمة مدة نقل تخصيصات IPv4 الى ٢٤ شهر بعد وضعهم في
الخدمة، حيث انه هناك حاليا” تباين في فترات نقل التخصيصات التي توزعها
منظمة رايب ان سي سي (يمكن نقلها فورا”) وتلك التي يوزعها مسجلي الانترنت
المحليين ( لا يمكن نقلها الا بعد ٢٤ شهرا” من وضعها في الخدمة).
الوضع الحالي للمقترح: بإنتظار دراسة تحليل التأثيرات

Proposal 2014-05, “Policy for Inter-RIR Transfers of Internet Resources”
يهدف هذا المقترح بالسماح بنقل التخصيصات من ارقام الانترنت (IP) بين مسجلي
الانترنت الاقليميين, حيث يجب على طالب نقل هذة التخصيصات تطبيق سياسات
الاحتياجات مع تقديم خطة استخدام ٥٠ ٪ من هذه الارقام للخمس سنوات القادمة.
الوضع الحالي للمقترح: تمت الموافقة عليه حيث سيدخل حيز التطبيق في
اب/يوليو ٢٠١٥

Overview: This proposal aims to remove the requirement that LIRs should
return their IPv6 Provider Independent (PI) assignment when requesting
an IPv6 allocation.

PROPOSAL: 2014-03, “Remove Multihoming Requirement for AS Number
Assignments”
OVERVIEW: This proposal aims to ease the requirements when requesting an
Autonomous System (AS) Number. It is proposed to remove the need
evaluation, limit the amount of AS Numbers per organization to 1,000 and
require that 16-bit AS Numbers are multihomed after nine months.
RIPE NCC IMPACT ANALYSIS: Includes point that it will be the End User
that decides if the need for an AS Number is technically reasonable.
STATUS: Review Phase (extended)

PROPOSAL: 2015-01, “Alignment of Transfer Requirements for IPv4
Allocations”
OVERVIEW: Currently IPv4 allocations received from another LIR only can
be re-allocated after 24 months, while IPv4 allocations made by the RIPE
NCC can be transferred immediately. This proposal aims to align the
transfer requirements with a 24 month holding period for all IPv4
allocations.
STATUS: Discussion Phase - Awaiting Impact Analysis*

*The goal of the impact analysis is to provide supporting information to
facilitate discussions about the proposal and to outline its possible
impact if it were to be accepted.

The following proposal has been accepted since the last RIPE Policy
Proposal Update. The RIPE NCC has started the implementation of this
policy change.
PROPOSAL: 2014-05, “Policy for Inter-RIR Transfers of Internet Resources”
OVERVIEW: This proposal aims to allow the global transfer of Internet
resources. For transfers to the RIPE NCC service region from RIRs that
require needs-based policies, recipients must provide the RIPE NCC with
a plan for the use of at least 50% of the transferred resources within
five years.
STATUS: Accepted
EXPECTED IMPLEMENTATION: August 2015*

*Note: the RIPE NCC will only follow a policy change once it has been
completely implemented and announced to the community. This means that
inter-RIR transfers will only be possible from around August 2015.
