I know from a non-arab (in my case US) citizen, I found Oman to be quite easy when I was there a couple of years ago. I just paid the fee (5 OMR) on arrival @the airport and got the visa stamped immediately. Of course, YMMV when it comes to citizens of other Arab countries. I am quite confident that the MENOG organizers take visa accessibility into account when selecting conference locations. One also has to understand that MENOG 8 was relocated at short notice due to the events in Syria, which compounded things for everyone. I think that what we will find is that this case will be the exception rather than the rule.
