Some additional things went into http://wiki.merproject.org/wiki/Platform_SDK The idea of a Platform SDK is a little more than just building software, but also helping to make packages, build images of Mer, etc. But yes, the idea is to use SB2/Scratchbox2 for the part of the SDK that helps with software building.
