It is, but read up on interest groups in the governance draft.

Typically contributions to Mer come from a vendor in some form, be it
a one-man hacker, a company or a open source project utilizing Mer.
The model allows vendors who use the core to have an advisory
influence on the direction of the project, help make
roadmaps/requirements, etc. Hence the interest groups.

For now this is Nemo and Plasma Active but it's likely over time to
spawn into grouping of companies, open source projects, etc. Or the
group of "People contributing to Mer because they have too much free
time" ;)

I hope interest groups will be a dynamic concept and allow vendors to
have ability to influence Mer direction, being meritocratic in it's
nature as contribution helps select who's representing in the advisory
board.
