Get a mer account, learn how to run mer in a virtual box, grab the latest release, pick a bug and repeat the steps which lead to the bug and verify the expected out come. If the bug is fixed mark the bug in bugzilla as verified by you and provide details on which version of mer you verified it.

Some bugs might be very developer specific, which you can't verify without reading the code. Others are very simple e.g. verify that a certain version of package is updated, I'd recommend you start with these so you learn about the system.
