The spicycode issue is documented in the wiki:

Parse Tree 2.1.1 is available for windows:
http://rubyforge.org/frs/?group_id=439&release_id=27467  Try to install it
manually. I don't know what's wrong with rubygems, but I'd recommend to
upgrade to 1.3
