Just want to confirm that I have the problem too with v. 0.9.13 , and
it's only with the merb-action-args dependency. Installing minigems
didn't help me. Installing the newest version of ParseTree didn't help
either.

After using "require 'merb-action-args'" instead of "dependency...." I
found that the problem was I needed an updated version of hoe.

In this process I also discovered that merb-gen resource adds a line
to router.rb even if that line already exists.
