MinGW (GCC) and VC6 links to the same runtime library (MSVCRT.dll), because of that, is safe to assume extensions compiled for one platform can be safely used in the other. Sometimes, under certain circumstances reality defeat theory and these libraries are not interchangeable, but that scenario is less than 5% of all the extensions and libraries out there. The only thing that differs between the two is how ruby call the compiling and linking tools, which differ.
