I am sorry for the lack of instructions on how to install this gem.
As Luis stated, you need to type:

gem install do_sqlite3-x86-mingw32-0.9.7.gem

in the directory where you downloaded the gem.
I apologize for not uploading this to a gem server, but I lack the
knowledge.

And many, many thanks to Luis for his mingw one-click distribution. It
has solved
many problems and headaches for me.
