There's no way to run Merb apps on Heroku, nor on Mor.ph (a similar service) at this point.
The topic has come up on the Heroku mailing list, and I'm hopeful that they will consider implementing support for Merb at some point, but there have been no announcements. Ideally I would love to see these service providers implement generic support for Rack apps so I can run Rails, Merb, Sinatra, etc. I suspect the problem is in the database configuration, which is handled slightly differently for each application framework (and especially in case of Merb, with its pluggable model layer).
