I've personally been working on merb_babel that I'm using on the merb book:

http://book.merbist.com/

It still needs some love and I'm planning on ironing the last few things in
the next few days. The framework itself offers hook to localize date formats
and what's not but doesn't force you to use 1 way of doing i18n/l10n.

If you have any questions, please let me know.

p.s: I know of few other i18n plugins you might want to look at.
