Hi, At the moment slices aren't really meant to be ran standalone. Even while developing it's best to have a 'host' application to provide application-level features; the rake tasks you mention are part of that scope.
That said, there are plans to remove the destinction between a slice and a normal application. So for now I'd say 'it's a feature' ;-) but expect improvements on that front.
