Why is this the case that rake operates in rake environment?

On production, I do
MERB_ENV=production rake ...
merb -i -e production

In development,
merb -i
gives me development.
Shouldn't rake by default give me development?

For some stuff I'm doing, where things are stored based on their
environment, I need to run
MERB_ENV=development rake ...
and that feels gross.
