It is but keep in mind in every moderately sized app init.rb eventually turns into kitchen sink. What I do is to add a few Dir[...] expressions to load config/ initializers/* and plugins. I also found it useful to keep libraries/plugins that you develop along side your application under spinoffs directory under Merb.root (while vendor is for 3rd party libraries). Hope this helps.
