Turned out all I had to do to "fix" this issue was to remove all reference to the fcgi file in the .htaccess file in the public directory.
I was following all the directions in the Passenger documentation and it did no good. When I went to merb and altered the .htaccess file this is where I fixed the issue. So my question now is when I went from Passenger 2.0.4 to 2.2.4 is when this issue cropped up. Is this a Merb issue or a Passenger issue?
