Thank you, it clearly indicates that you don't have sqlite3.h in any
of the paths provided to gcc in -I option.

/usr/lib/ruby/1.8/i586-linux
/usr/include
/usr/local/include
/opt/local/include
/usr/include

As you can see also, /usr/include is already considered before before
your -- --with-sqlite3-include one.

Please check these headers and libraries are there, or where, from
your package manager, those got installed.

(sqlite3-dev and such should be installed)
