Federal incentives promote biodiesel

U.S. biodiesel production is expected to double this year as a direct
result of lofty oil prices and increasing government support, industry
officials said this week.

Energy Department officials said biodiesel could make up 10 percent of
U.S. fuel within a decade. That percentage would put consumption at
about 5 billion gallons per year, said Amber Thurlo Pearson,
spokeswoman for the National Biodiesel Board.

However, without government incentives, biodiesel is much more costly
to produce. Depending on the material used, the fuel could cost 75
cents to a dollar more per gallon than petrodiesel, some analysts
said. Energy legislation enacted earlier this month sustained tax
credits for fuel distributors who blend biodiesel with petrodiesel and
fuel stations that have biodiesel pumps available to customers.

"The tax incentives go a long way toward making biodiesel competitive,
and the high oil prices really do help," said Leland Tong, an energy
consultant with Marc-IV Consulting in Kansas City, Mo., who works with
the National Biodiesel Board. Further government regulations effective
next year will mandate diesel producers limit sulfur in oil to 97
percent, further encouraging the use of biodiesel.

In March, seven Energy Plus 24 stations in Indiana began carrying B-5,
a fuel blended from 5 percent biodiesel and 95 percent regular diesel.
Twenty-seven Kentucky retailers also offer biodiesel blends (E&ENews
PM, Aug. 5).

With an increased demand and a market price similar to oil, industry
officials and scientists alike are exploring newer ways to produce and
market biodiesel.

Researchers at Capital Technologies International in Pittsburgh are
developing a process for producing biodiesel fuel that results in few
emissions. The group will use plant and animal oils from partner
Valley Proteins as well as waste from area restaurants to infuse
diesel. Capital Technologies chief executive officer Richard Jackson
said that their technology "is better, cheaper, faster and safer,"
than other biodiesel programs.

Processing will begin next year at Valley Proteins retired Neville
