I changed the 2 part grommet on my 91 a few days ago - the low piece goes onto the antenna after it is removed from the fender, then the antenna is inserted and the upper piece of grmmet can be installed. I used silicon and everything slid on easily - getting the grommet to snap into place went pretty easy. The upper piece is pushed down onto the lower piece until the 2 snap together.
