Lack of lubrication could cause sluggishness in the pump too. My 79 has an external oil line to lubricate the Fuel Injection pump. Don't know if all 617 diesels have this but it comes off the left side of the timing chain bulge on the block and goes via a plastic line to the IP. There is a restricting orifice at the source connector and I have always been afraid something will plug it up. I cleaned all the injectors and it seemed to get better for a while. I replaced the rack damper with the gold style) and it seemed to get better for a while. I adjusted the rack damper and it got better; then I immediately set the rack damper back to the original position and it stayed good. But it eventually got rough again. After a long high speed cruise (like hours on interstate) it's really rough. Cold idle is always smooth. **************Looking for a car that's sporty, fun and fits in your budget?
