Actually, it is an inverse relationship.  Schools with the best 
performance have the lowest budgets.  If you want to see that to the 
extreme, send your kids to an Amish school.

Why are home-schoolers banned from spelling contests?  (hint for 
those who went to public school like me:  It is NOT because 
home-schoolers spend more than any public school per student)
