Is the end of the bulb black? That's a telltale sign that the bulb is bad. If the bulbs appear to be normal, just dim, it's probably a weak ballast.

Howdy -
Is it possible to test flourescent bulbs without a lighting fixture? Problem is, I am trying to deterine if the transformer, starter or bulb is at fault. Lately I seem to be getting some fixtures that are bad out of the box - at I least I think they are -

Maybe I need to buy another fixture?
