Do dash lights come on when the switch is in position 3? According to the owner's manual, position 3 is standing limps, right. Position 1 gives that plus license plate lamps and instrument panel lamps (also on fuse #3).
If the rear lights are the only thing getting power from fuse #3 when the switch is in position 3, that might narrow things down quite a bit.
