That is a normal occurrence in Florida. We have so many different plates [Isn't it about 80 now?] that I don't think anyone knows them all by sight. I understand some areas are banning the lighted tag holders, but lots of them are still large. BillR

One could possible decipher the state by using a chart showing background colors, color of the characters, etc, (or have 'em all memorized).
