That is a normal occurrence in Florida.   We have so many different plates
[Isn't it about 80 now?] that I don't think anyone knows them all by sight.
I understand some areas are banning the lighted tag holders, but lots of
them are still large.

For a few minutes this afternoon, I drove behind an RBV (ridiculously big
vehicle - some call 'em SUV's) that had ALL the state identifying marks
('cept color) on the license plate COMLETELY obscured/covered by a dealer's
ad/plate frame.  One could possible decipher the state by using a chart
showing background colors, color of the characters, etc, (or have 'em all
memorized).  It had a pale blue background with dark blue characters -
'don't think I've seen one like it before.
