You are referring to the system used on the 115 body & earlier Mercedes.
Mac's 82 240D does not use the same system.
123 240Ds with M-injection pumps (pneumatic governor) have a throttle
plate while those with MW injection pumps (mechanical governor) do not.
The 615, 616 and 617.91 engine manual describes both systems. The US
delivered 123.123s (240Ds) I've paid attention to had MW pumps, but
that's not clear in the literature I've examined that only engines with
MW pumps were imported and there are all of the gray market 123s that
have been brought in.
