Actually, there USED to be just such a federal rule. Don't know what
happened to it, but bumper height used to be regulated.
It would be VERY nice to have truck headlamps at normal automobile
height -- as it is now, they are usually just exactly the right
position to blind me from behind in the rear view mirror.
But then I'm just an old grouch, what would I know?
