It may not be quite as bad as it looks. It will certainly lengthen the time required to come up to operating temp, which will increase engine wear; the question is how much. On the other hand, it may well reduce, or eliminate, as he claims, overtemp episodes by increasing the flow rate through the thermostat apparatus when the bypass valve is closed. If the temperature stabilization is as good as stated, then its usefulness would depend on how much longer it takes to reach operating temp. If it is only a extra minute or two then it is worth a try. If it takes much longer than that, then I would be concerned about wear issues. The delay effect may not be as bad as it might seem because flow resistance laws dictate that, even with the holes, most of the coolant will still circulate through the bypass when cold instead of the radiator.
