I had the same idea this morning... and no, it does not run with 12V
applied directly to the leads.

Even if I spin the motor by hand it does not start.

The brushes are sort of curved... are they going to be something I could
find locally?  I don't know how far they can wear before trouble sets
in; visually, they seem to be making good contact.

The blower has been intermittent for some time, yesterday it finally
stopped working altogether, though it did come to life for a few seconds
one time when I went over a bump.
