I can remember reading about oil-jackings about 8-10 years ago, but not
recently. The serial thefts you'd read about involved somebody going around with
a truck, breaking locks on the tanks, and pumping them out. I always figured
they were wholesaling it, like when thieves steal aluminum guardrails or copper
wiring and pipe.
