My '83 240D would get stuck in intermittent mode and nothing would make the wiper stop short of shutting the car off and leaving it off which isn't particularly practical.
I ended up pulling the cap off the stalk and shooting it full of contact cleaner. This was before I had deoxit (which I have yet to use) so had to do it about once a week for a month before it seemed to calm down. One issue on a 123 car was identical to yours, a problem on my 124 car was lack of high beam flash.
