If the car is replacing another, the insurance on the old car will suffice. Unfortunately, the legal thing to do is drive it without plates, which gains you unwanted police attention. The illegal thing, putting the plate from your old car on it, doesn't get you pulled over, but gets you a ticket if you are stopped for other reasons.
