Some phones can create a wifi hotspot from their 4G connection.  My Android
(HTC 4G slider) can do this although I have not needed it.

It's called "tethering" when you use a 'phone as a modem to access the
'phones data plan from a computer.  Last I know, iPhone would not allow it
unless "jailbroken".

There are USB "aircards" that access the cell data network for computers.
Usually a 5 to 8 GB limit per month.
