Well clearly if it's going to be a "35-45 mph parkway with lights here and there" there will be no significant impact on travel times. Sounds like a ploy to create a new shopping center strip for the Kiawah/Seabrook crowd. Though we are Seabrook folk, I would much rather stop at the Piggly Wiggly on Maybank or a place like JB's for food than some newly constructed shopping center with corporate chain places. Not to mention, flying down River Rd at 80mph in the C140 will be impossible.

Think about that. $558M or $675M. Minimal benefit on travel times. And SC is like the bottom of the list in terms of education and health of its citizens.
