When he applies from the local address, tell him to setup a local
(NY/NJ) Google Voice number. voice.google.com If he has a smartphone,
the calls and texts will be routed to his cell. Also, calling out gives
you the option to call with/without the G.voice number.

The family has a lot of relatives in the NYC/Northern NJ area, so he's looking
at using one of the relative's addresses for applying in that area.
