When he applies from the local address, tell him to setup a local (NY/NJ) Google Voice number. voice.google.com If he has a smartphone, the calls and texts will be routed to his cell. Also, calling out gives you the option to call with/without the G.voice number.

or giving less consideration to applicants from outside their geographic area, 
since the job pool is so deep these days.  I know he's not expecting relocation 
expenses - he's a kid fresh out of college looking to start his career.  He's 
got some serious student loans, so he's expecting to be poor for some time....

The family has a lot of relatives in the NYC/Northern NJ area, so he's looking 
at using one of the relative's addresses for applying in that area.
