To be fair the primary fire hazard on the Panther platform (Town Car, Crown Vic, Marquis) has been the position of the gas tank and the rear suspension bolts that could pierce the tank in a rear-end collision. Law enforcement vehicles were recalled to modify these parts to decrease the risk.
I did a lot of research on this before I bought a couple of low mileage 90s Crown Vics. The stats on these fires came mostly from vehicles used by LEOs in highway stops. Vehicles used in this way (stopped on the side of a road with fast traffic) many times a day are more prone to being rear-ended at high speed. The bottom line for me was the statistics of serious injury kept by the insurance companies. These show the Crown Vic to be one of the safest cars on the road.
