Tan,
  
  You must reinstall the thermostat before step 7.  The thermostat  when fully 
open routes coolant to the radiator instead of the bypass.

7. Let engine continue running with various speed.
keep an eye on the temp gauge.
8. Turn off the engine. Hand check the radiator
surface to see if there is any cold spot. 
9. If all check out OK, I am out of ideas again.

My 300D 2.5 got 33.3 MPG today on a 170 mile round trip at 75-80 with
strong cross winds , two people, and running snow tires.
