I'm waiting to buy a 124 diesel wagon- a 1985 would work, and next year, I'll be able to import a 1986. There are loads of them on ebay.de. About $1000 to ship plus 2.5% for customs.
I can't imagine a more useful car than the 124 diesel wagon.

So, could you theoretically import a 21 year old vehicle, sans running
gear to avoid the EPA timeline?

you are correct. 21 years for NHTSA/DOT and 25 years for EPA
