If it is WinXP then digging through the system/network menus will
bring you to something that says "renew IP address" or maybe it is
a command in the Run menu system (that might be something like
"ipconfig"). Sometimes that fixes it when it gets confused on its
own.

If your machine has a 169 number, it won't talk to anything else.
That is a self-assigned IP number.
After that, if you know you are using a dynamic IP number (Assigned
by a router or your ISP), then type in the command prompt"
ipconfig /release (that releases the dynamic IP number)
Ipconfig /renew (assigns a new IP number)
