Found it!

Many folks on the TDI side kept directing me back to the fuse box diagram:

and today after replacing the fuses I finally took time to look at it and 
figure out how the diagram worked. I went through charting every ground 
figuring this problem had all the hallmarks of a bad ground. I'd go out and 
poke around a little, identify the main ground, check that it was good, come 
back look again.

Finally I noticed that H1, H2 and J seemed to have pins for everything that 
didn't work so I knew I had to focus in there. Got the box down where I could 
see it good and wadday know, J is unplugged... It took a lot of prodding to 
figure out how to get it reconnected, theres a crossbar safety, how it ever got 
out is a mystery to me...

Anyway go it in and immediately knew I'd hit it as the flashers came on when I 
connected the battery. Horn didn't work but I figured that out quick enough 
when I could see the electrical connection not touching the steering wheel. 
Hadta crank the wheel down a couple more turns even though it was already 
pretty tight.
Got all the dash buttoned back up, theres one steering cover that had a broken 
screw post that I'm still working on, I'd fixed it but hadn't investigated how 
the thing went back together. Need to fix it "more better-er".

Anyway just need to replace the "coolant distribution pipe" and tighten up the 
parking brake. Get the plates moved over from the 240D and we're ready to rock. 
Oh, it might need tires too. Certainly does before winter but I think the ones 
on it are good enough to get started with.
