My 1984 300D Turbo won't start, but there's a loud buzzing/groaning
coming from the glow plug control relay box and the buzzing/groaning
will stop if either of the two plugs to the glow plug control relay
are unplugged. I'm assuming the problem is the glow plug control
relay? Is there any way to repair these things, as a new
replacement is rather pricey? TIA

Buy a used one. Car-part.com then search for something on your car.
Call them and ask if they have a GP relay. Somebody will have one.
