Replacing the vacuum shut-off valve isn't too easy with the intake manifold in place, but it's possible. If I recall accurately, both the ALDA and the connection for the fuel rack position sensor must be removed first.

I did it with the manifold on, but you only need to remove the EDS plug. ALDA is further aft.
