Rate of convictions is probably a good predictor of number of corruption events. In a really bad situation, there may be no enforecement, which would lower the rate, but I suspect most of these are state vs county or Feds vs State convictions, so the logic holds.

Not where I want to live, which is why I have no desire to return to Illinois. Long, very bad reputation for that State.
