EAsy -- gas stations can charge whatever they want. During periods of falling prices, a station can easily get stuck with fuel they paid quite a bit for and can't really sell it at the current going price.

Add to that the fact that the supplier sets the price at "convenience stores" and you get all sorts of weird things when prices change fast. Usually only go up, eh?
