Yeahbut, the engine temp isn't normal. Of course we don't really have a great 
indicator of what normal is other than the temp gauge is showing "low".TDIs are 
notoriously slow to warm up but my Jetta will be up to operating temp at 0F by 
the time I leave town, thats about 10 minutes on secondary roads, top speed 
50mph.A gasser v6 or v8 ought to be at operating temp in 15 minutes even at 
idle.

Not if the heater VALVE does not open.

If the engine temp is normal , then the t-stat is probably ok.
