As Dan wrote, the petition is to get the proposal on the ballot, but there are still a couple of possible roadblocks in getting it passed. The governor and other pro-power company interests tried to pack the Supreme Court with their people, and I don't remember if they were successful or not. The other is the massive amount of advertising money that will be spent trying to defeat it if it does get on the ballot. One thing in the proposals favor is the fact that wealthy Florida industrialists and merchants who have large electric bills will hopefully spend their money to fight the power companies and the legislature in order to get it passed. One of the first things I realized about Floridas state government some 70 years ago was that it was basically corrupt. With the exception of two or three governors since then, it's more corrupt nowadays if that's possible. I pay little attention to Florida politics unless something like this comes up.
