My new HVAC units have a timer in the control board for the inside air handler, so the blower fan stays on for about a minute after the outside unit shuts off. It also delays blowing air for a bit after the outside unit starts.
I think your air handler control board is either faulty or getting a bad signal from the thermostat, if your system is anything like mine.
