That is probably true for companies that make the panels, but once
the panels are installed and operating, the cost of new panels has
little to no influence on the operating cost. This spanish company
appears to be an operator. Nothing is said about it being a producer
of panels.
Solar companies go bankrupt because the Chinese price their panels
below cost of production...
