We are stealing all the ground water and flushing it down rivers in to the seas. That makes the land drier and less likely to get rain, which is all falling on the oceans instead.
That, or we are not drinking enough booze. Used to be water was toxic, so we left it alone and made beer, wine, or whiskey. Now water is put in bottles and everybody walks around with a bottle of water.
