We could tax the use of this dangerous substance, to fund a government study 
(maybe the U.N. should be in charge, global problem you know).

The wealthy are protecting themselves from this dire threat somehow, so they 
will bear the greater share of the taxes, to be fair.

We'll also need an education program, for the children, to make sure they start 
to focus on solving this problem, which will take generations I'm sure.
