yeah, but it is much easier to take out the cam so you can get to the valves easily. that is where the air comes in. You DON'T want to be dropping valves into the cylinders, unless you are planning to take off the head anyway. but if you are going to do that, then the seals are put on after they valves, seats and guides are reconditioned.
