Butane and propane are fully miscible with Freon, and mineral oil. It's fine to top off an R12 system with HC. Decision matrix:
A: If it's not leaking, I don't need to top it off. No problem. B: It it were leaking and if I were not to fix it, the rest of the R12 would leak out in time. No (legal) problem. C: If it were leaking and I fixed it officially, no more R12 would be lost. No problem. D: If it were leaking and I top it off with HC, no more R12 than in case B would be lost. No problem.
